It’s much easier now to upgrade rail lines to high speed and/or electrification, which is much appreciated.  Sadly this process now removes ALL the waiting passengers from ALL the stations along the affected route!  This also affects passengers waiting for other lines at shared stations. I would guess that this will happen with freight lines as well, although I’ve not tried this yet.

Is this a deliberate feature of the game, or a bug?

Upgrading anything causes every passenger to instantly transport to their destination (no income) and recalculate their route. I can’t possibly imagine who thought that was a good idea.
